I'm assuming when you say reboot you mean to do a fresh install of windows.

To answer your questions NO you will not have everything on the hard drive yet.

You will have to save everything you want to keep on cd or dvd so you can reload it on your fresh system. Also if you are reloading due to a virus, I would scan all your saved data before putting it back on your fresh install or you will be doing this again in a week or so.

What appears to be a simple question to which you want an answer has been worded such that I really have no idea what you really want or are trying to accomplish. Nevertheless, I will throw out some information which may help.

Delete your browsing history first. Whatever you downloaded will still be stored on your hard drive.

Rebooting will only re-initialize your memory and settings, and reload services.

I am not sure you understand the concept of reboot.
When you shut down normally, using the Start-Turn Off Computer buttons, all that your settings are saved.
If you delete, the deletion will also be noted as your settings are saved.
