my mom gave me a size 9 hook for doilies, I have patterns that call for size 10 hooks, can I use my hook for those?

As long as it is not too difficult to work your yarn with the hook you have (it may be difficult if the yarn is too thin or too thick) and the finished item looks ok ( not too loose or too tight) you should be able to use it.

For some unknown reason hook sizing is not the same in every country - uk, usa and australia all seem to use different sizing. So, it is difficult to give perfectly correct info on this question unless you can give the size of the hook in mm and the type of yarn you are using.. However, you can crochet with any size hook you want as long as you are happy with the finished feel and look of the item you are making. But, in order for the finished item to be the same size as the pattern says you really need to get the tension right ( the right yarn, hook and guage as stated in the pattern

yes, but the doily won't turn out the same size.
