No, it's not. Here's the problem -- thirteen-year-olds want to attract people their own age, but the scary thing about a thirteen-year-old showing cleavage is that it might attract adults, too -- aka creepers. That's dangerous. You guys aren't adults yet, you're still children, and need to behave as such for a couple more years, for your own safety.
Note: I don't have a personal problem with thirteen-year-olds showing cleavage at parties that are filled with thirteen-year-olds, it's just not appropriate in the world at large.

You're only 13, so I'm gonna go with not appropriate... A little tiny bit is reasonable if you have bigger boobs cus it's hard to find a shirt that'll completely cover unless if it's a crew cut neckline. You're not a whore, you just wanna start dressing a bit older, there's no problem with that but showing half your cleavage isn't really a good idea, an eighth would be ok, a quarter would be pushing it but half, no way. Trust me, I have bigger boobs and I just want to let you know that getting noticed via cleavage isn't the right way to go! You don't need to go showing your boobs just to get attention from guys, any guy that wants to talk to you just cus of your boobs, well he's not worth your time. You want to get the right kind of attention from guys so you won't end up having guys mistreat you.

I think it's fine. I'm only 11, and I am already a bra size 36C and I had a training bra when I was 8. I purposely show off my clevage now, in 6th grade. There's nothing wrong with looking good. I see what you said in your question, but when you answered mine it made it seem like you are the one showing clevage. Hey, if you've got it, flaunt it.
It may seem outrageous that I'm a 36C in 6th grade, but I'm also tall for my age. It's not just breasts and height. I've matured very fast. I already have quite a bit of hair on my p*ssy and had my first period at 9.

No way. It looks so trashy on younger girls. As your friend if she thinks it is ok for 80 year old woman to be showing her cleavage? Or a 50 year old man to be wearing a thong on the beach? Or a toddler in high heels? No.
Dressing inappropriate for your age looks ridiculous no matter what age you are.

a girl can chose what she wants to do with her body, herself...but at 13 i was not showing cleavage, because persoanlly i thought it was inappropriate. but thats just my opinion. I do think that kids these days are in a rush to grow up, and they do things like show cleavage to seem mature, and thats what i really hate.

I suppose it depends on who you ask. I don't think it is a good thing. Does a 13 year old really need to advertise that she is a sexual being looking for a hook up. Then again I am not sure that any age needs to be flaunting their sexuality.

i don't know...... all i know is that at your age its not OK for guys to to be looking....... however..... by showing cleavage you are sending out signals... wrong signals.... and it could get you into trouble as people do not know your age.... women normally show cleavage cos they want people/men to look and appreciate it...... you need to remember that there are some really horrible people out there that take advantage of young girls...... why put yourself in such a risky situation
