Here's what you need to do:

1/3 x + 7 = 7

.... subtract the 7 from the left and right sides

... 1/3 x = 0

now multiply both sides by 3/1 (the reciprocal of 1/3) .... and now it is:

......... X = 0 (anything multiplied by 0 is 0)

That's a big DUH question anyway. You don't need to know any math at all. You can't ADD anything to 7 and still have 7. So the answer is ZERO.
