Under the New Jersey Plan, the organization of the legislature was similar to that of the modern day United Nations and other like institutions. This position reflected the belief that the states were independent entities, and, as they entered the United States of America freely and individually, so they remained.
William Patterson authored this plan. The smaller states favored this plan so they would have more say in the country. This argument explains why each state has an equal number of Senators and that amendments to the Constitution require permission of 3/4 of the states as well as the composition of the Electoral College.

B. New Jersey was a small state with a small population, but they wanted their opinion to count as much as Massachusetts or Virginia's.
