aparently it's illegal. why?

Gasoline engines do not have a return line. In diesels 75 to 80 % of the fuel is returned to the tank and it is used to cool and lubricate the injectors and fuel pump. So all diesel boats have a return line.

Diesels do have a return line, I imagine it is to prevent pumping gasoline into bilge if a leak occurs in the return. It is not needed anyway.

i would say it is an emmisions issue where boats are exempt
