It was ratified by the states under the Andrew Johnson Administration. Johnson did NOT support any of the Civil Right Amendments and did everything he could to block them! . In fact, in 1867, Johnson said , "This is a country for White men, and by God, and as long as I am President, it shall be a government for white men." Three-fourths of state legislatures must approve an amendment for it to become constitutional law with NO signature by a president involved! All a president can do is either vocally support or disavow a pending amendment, and disavow the three "Civil Rights Amendents" Johnson did, and with a vengeance! This is really what brought about his impeachent in 1868.
It was Abrahan Lincoln's policies and the advent of the Civil War...but with a lot of help from courageous people such as William Lloyd Garrison, Massachusetts Senator Charles Sumner (who got caned by South Carolina Congressman Preston Brooks within an inch of his life), John Brown, who gave his life to set slaves free, Harriet Beecher Stowe who wrote Uncle Tom's Cabin that painted a succinct picture of the evils of slavery...and many, many others. History is like a play...it takes many supporting actors to help make a star, but the star must seize the opportunity to put on a great performance, even if it means a bloody Civil War.
