If you need the laptop for mobility and you moving around a lot then you should get one over a desktop. They all come with the ac adapter they printer ready, just depends on the operating system. Vista seems to narrow down the printer choices because some are not compatible, for example the Hp laserjet 1020. Yes you can use your current optical mouse with it, if it is a standard usb connection.
6 cell : 3 hours
9 cell : 4 hours (8 isn't common)
12cell :5-5.5 hours
If you really need to take the laptop out of your house and or around the house for work or convenience, then you might aswell buy a laptop for the mobility. I suggest you look at you printers and see what operating systems it is compatible with,
and I do recommend you get a 9-12cell so you can go mobile for much longer. The problem your having is that a laptop has the exact same hardware as a desktop computer, both can run the same things and the ports are identical. If you can use a mouse on one, you can use that mouse on the other, backwards compatible. Good luck in your decision, I suggest you get a Toshiba or Dell if you really go further in the laptop hunting.

The main reason to get a laptop is portability. I would recommend a laptop over a desktop for average users. Gamers, developers, etc. should probably get a desktop. Beginners that won't use it much, probably a very cheap desktop. But the rest laptops.
They should come with an AC adapter/charger. USB printers (which most are now) will hook up easily. Your cordless mouse will work also.
As for the batteries, it depends on the laptop hardware and how much you "use" it when it's on. Theoretically the 12 cell should last about twice as long as the 6 cell. Average lengths would be estimated at about 3 to 4 hours continuous use for the 6 cell.

2. Yes you can hook your printer up easily, provided you have bought a laptop with several USB ports.
3. Yes you can use your optical mouse, provided it's USB 2.0 compliant (which I'm sure it is.)
4. Battery cell life is dependant on each model. Check the specs.
5. Laptops are primarily used because of their portability. If you can get by without that then get a desktop. If portability is a prime reason for getting a new computer, remember that with USB keys or 'memory sticks', you can easily transport data from one computer to another as long as the other computer has the program to read the data. This makes portability of the computer less important.
6. Laptops have come way down in price. You can get a decent laptop for $500 now, as long as you are not looking to do any intense gaming or video.
7. Look into DELL entry level laptops and see if they have what you are looking for.
8. Weigh the pros and cons between getting Windows XP and Windows Vista operating systems. Windows Vista has very little benefit over Windows XP and requires at least 1 GB ram to run. This may add on another $100-$200 to the final price as opposed to getting 500mb ram.

YES to all of your queries. Standard 6 cell battery usually gives 2-3 hours life. 8-12 cells last longer but are heavier.
Get a laptop if mobility is the major consideration. If you will just use it heavily at home or in one location, it comes with these freebies:
1. Carpal Tunnel Syndrome (wrist pain) because laptops/notebooks have poor ergonomics.
2. Neck pain because you tend to always look down on the screen.

I sit down on the front room recliner with a huge demonstrate screen television in front, typing away on my workstation. It would not get any extra advantageous ;-) I basically use the laptop (that is located interior the freezing basement) whilst i prefer too print or test something.
