The world will never know
people have different ways that they lick
and different type of tongues
so there is not exact number of licks it takes to get to the center of a tootsie pop

Theoretically yes if you knew how much each lick took off, and it was constant every time, and you had a basic radius minus the center.
Theoretically yes, realistically no, too many variables.
But it takes 3 licks...

This is an imperical equation that I just came up with:
L = amount of licks
A = Surface area of your toungue
S = Licks per minute
R = Roughness of your toungue
