There are two major outlets in the Vegas area, as well as plenty of shopping inside each casino/hotel. The outlets include Las Vegas Outlet Center and the Las Vegas Premium Outlets. There are also a couple of outlets outside of Vegas. It just depends on how far you want to drive.
When I go to Vegas, I hit the Forum in Caesar's Palace. I love that place.
Things are always changing in Vegas, so I don't know about Jelly Belly places, but I'm sure if it isn't there, you can find something similar.

I work at the Las Vegas Outlet Center. They don't have a Jelly Belly outlet. To find where there are Jelly Belly outlets, call up Jelly Belly on the Internet.
The most popular stores at LVOC are Nike, Adidas, Converse, Reebok, Coach, Zales, Uniform Sports (NFL, NBA, etc), Liz Claiborne, Tommy Hilfiger, Van Heusen, Geoffrey Beene, Zumiez and Volcom.

The best one is ion Primm about 35 mins south on Rte 15 if you have a car. Great suff. The other good one is onLV Blvd south of the Mandaly Bay. Lots of stuff.
You can have an enjoyable time at either one.
