Most of the time. There are classified service bids that aren't part of the normal public records process.

Usually any competitive process for public funding is opne to the public unless the company can make the argument that disclosure of the bid information would constitute disclosure of proprietary information.

Yes, usually. There might be exceptions for military contracts and things.
