The least expensive is probably Northcentral University.
Walden, NovaSoutheastern, Argosy, University of South Africa, and UPhoenix are some other options. Getting a master's online from a top school isn't so difficult, finding one with a PhD by distance is a task.
None of these is amongst the most respected of colleges in the US, UNISA is reasonably well respected. There are some general acceptability issues with these but they are regionally accredited and are legit.
Least expensive would be to get accepted into a traditional program that would offer you an assistantship while you get your degree. That way you gain incredibly valuable teaching experience while you earn the degree.

DONT DO AN ONLINE SCHOOL-and they will all be expensive they are for profit!
If you get a PhD online you are making a mistake. If it that easy to get a PhD then everyone would do it.
You really have to earn your PhD through a regular college campus(residency, dissertation, committe) and the whole nine yards.
Dont waste your money with an online PhD.

not recommended. What do you plan on doing with this ph.d. once you've earned it? The world of academia is not going to look favorably upon it.
