Yes, he can. It's not that he's faster than the bullet, it's that he's faster than the reaction time of the guy aiming. In the first Spider Man movie there were scenes where he dodged bullets. In fact, Daredevil can do something similar, using his radar sense to tell where the guy is about to aim. Don't forget, Spidey can jump a dozen times his own height in an instant. It's hard to hit a moving target like that!

He is 15 times more agile than a normal human . Point blank No.
But as said mixed with his spider sence the chance of someone getting that close is mega slim.

he has the spider sense which allows him to unconsciously dodge most attacks such as bullets

i don't think so cuz bullets move faster than sound when shot out of the gun and no known living thing can move that fast.
