Unless you can prove the person is mentally unstable and is a danger to herself and/or others and then get her committed there is no way you can do this.

That being said, you could always sabotage the trip. There are ways to do that. She can't do the trip without a passport. You could hide that from her (that is probably illegal though). She could reapply for one but that takes time.

you have to have them deemed incompetant and become their guardian. That is extremely hard to do becuase you need a doctor to sign saying they are not allowed to make thier own decisions. Then when you become guardian you have to make all the decisions like you would for a child once someone is deemed incompetant they can't go back to being their own guardian.
