I assume that means you can check in at 1:00 a.m. on the day of your reservation, which is unusual for hotels, but hey, that's Vegas for you. You might want to call and ask. Basically, it would be somewhere cheap to crash and sleep until check out time.

Booking means making and paying for a reservation. Check-in means the earliest time you can get into your assigned room. Check-out means when you have to get out and turn in your key.

Bungalow usually means the room is not an attached part of the casino. Hooters is an older building that hs been renovated many times, changed names many times, and small. But the price is very good.

Maybe you have until 1 am to cancel the room or that is the latest you can check in. I have been to some hotels where the check in was 11 pm but if it is later you have to call ahead so they don't give your room away. Vegas is the town that doesn't sleep so a 1am check in would not seem strange at all.
