Could anyone tell me what 'top-wide' means in reference to this sentence:

"Provocation has become top-wide in its application and is in need of reform"

Referring to provocation as a defence for murder.

It is very frequent and happens to be the most frequent.

In the particular statement it is saying that provocation is the most often used defense of murder and the way that provocation is allowed to be used in trial needs to be reformed.
