Western Union wouldn't let me send money to china for an iPod that some worker stole from the line. I guess they had too many complaints in china about stolen goods.

Hey! I had to send money to Romania before. The fees are different depending on what location you're sending the money from, ( for ex. if you're sending it from a big city, the fee is $50 for up to $500 a transfer ( at least it was so last time I attempted to send money through WU), or in a small town it could be as low as $30). Still the fees are calculated per amount.
BUT!!!
I strongly suggest using Money Gram. I have sent with money gram before, they can pick it up no problem, and the fee is considerably lower. I paid $9.95 for up to $500 and $14 or so for $700... so I'd say your best bet is the Money Gram. You can find Money gram at WalMart stores. Either that or they have a little office somewhere in your area. They're popping out lile mushrooms after the rain. :)) Good luck! If you need more info, feel free to email me, via YA!
Money Gram is cheap, safe, and it gets to the destination in 20 minutes or less. - provided you give all the info to the person you're sending the money to.

It all depends on the amount of money being transferred. From as little as $25-100. Need to ask local Western Union

How good of a friend is she and why can't she withdraw money? If she is legitimate then could call Chase and ask them for assistance. They are very helpful. I have several accounts with them. I fear that she may be an internet scammer that is telling you a story in order to get your account number then will be able to access your account and create alot of damage for you along with robbing you blind. By the way, Nigeria is well known as the Scamming Capital of the World.

FIrst of all, be careful with this. Scammers use this like crazy to get money from USA citizens.
If you are doing it anyway, it can cost almost 20% of the amount sent if it is small like say $100.
The least it ever gets down to is around 10%.
They get you with fees and also with a low exchange rate.
