I like getting something people actually WANT rather than the gift they all try to avoid.

Some ones I like
headphones/ earbuds like Gummies
180 ear muffs
coffee (mugs, gourmet coffee) or one of those from Starbucks that you get a discount every time you refill it
Bed Bath and Beyond massage stuff like a foot spa, massage oil, some votive candles.
you can never go wrong with food (unless they have a peanut allergy). A gourmet cookie tin.
Book store gift card

A stuffed animal from the Disney store usually gets passed around a lot. Bath products from Bath and Body Works are always popular as well. Anything in the electronics section. Best Buy's clearance rack lets you get a more expensive gift for cheaper. You could get the Best Buy gift card.

TJ Maxx has lots of vases or picture frames for under $20. The multiple picture ones set up like a collage. The small size coffee pot is great. Or a coffee grinder.

You could also do kinda a funny gift (but at least useful) with cleaning supplies. Some Febreeze, sponges, Mr Clean.

A lava lamp or a pair of handcuffs. Alternate video game controllers--like the additional Wii ones. Lots of great ideas for cars. AutoZone--or gift card for an oil change.

Those fake rocks are always a hilarious gift. Or get something completely out of season--as it's December perhaps sunscreen.

I hate when people try to go with a gag gift but end up picking something people just throw away, like douche or home pregnancy tests. No one ever wants that and it's a complete waste of your money.

When I was younger, my parents and their friends had a Christmas party every year. Every year there was a gift that continually showed up. It was a nude miniature statue of a mermaid--quite possibly the tackiest thing I've ever seen. Each year, the person who had it would wrap it back up and try to disguise what it was. Everyone had a blast trying to avoid this gift like the plague.
