One thing is baseball hasn't cared until it became an issue.

Another is HGH is very hard to test for

The players' union fought hard against every attempt to prohibit steriods, HGH, and other substances until public opinion finally became too hard to ignore.

Because it brought the fans back after greed-a-thon '94. The commissioner and union's would have been happy if the whole league had been shooting up.
