The same reason that people in different regions of England pronounce things differently, it's called Dialect. When the Colonists whupped the Brit's in 1976, the development of the dialect was enhanced by less interaction with those from England. English had a lot of immigrants from other countries, which had their own accents when they learned English. Kids learn an accent based upon what they hear while learning to speak, so they picked up some from their parents, and a wide variety from the people around them.
The Japanese learn English from Americans, because that is who they are doing business with, so they want to emulate it.
Australia is so different because it was originally populated with criminals, likely from the lower classes of England, with less refined speaking habits.

There are numerous dialects.
Even in the US there are and in the UK.
US - Southern, Bostonian, New England, Mid-western
UK - Scottish, Welsh, Cockney, North, Irish
That's just a small list from both.
The reason for it can vary as well. I don't know why those particular ones are that way, but I know one for another language.
The dialect for Spanish from Spain itself mispronounces a certain sound. Apparently the king of Spain, way back when, had a lisp, in order to be like the king everyone around him spoke like him. The lisped sound stuck and now those from that area mispronouce that sound.
