Baseball specifically hired him to do this report. Why would they hire a man to find these things out and then pay him even more not to say anything?
It's funny how so many fans were critical of baseball for hiding its' head in the sand, but then are even more critical when they finally do something about a problem that should have been taken care of years ago? I applaud them for not only finally realizing that they need to clean up their act, but also for allowing this information to be given to the public. Perhaps now, the pressure will be on the Player's Association to finally agree to more stringent testing, including blood tests, particularly since now we will now that it is not just a few players, but a fairly large number of them that are doing it.

George Mitchell is a retired US senator and a guy who's negotiated major peace treaties and the like. I think he's someone who's reputation is so up there that he can't be bought in that way.
Besides, the commissioner paid him to conduct this investigation. Mitchell is also a part owner of the Red Sox, so on one level he isn't interested in the money because it can be interpreted that he's hurting his own economic interest.

Baseball is suffering and steroids is one of the reasons so everybody pretty much wants this stuff outed.

Why would MLB pay to shut him up when it was Selig himself that retained him to do the study?

I think you don't pay some one to investigate and turn around and pay him not to reveal.
