thought they were shutting off power or somethin.. quite confused as to what they were doing. (might've even heard 'em using a ladder?)

seems to me that bug stuff would be easier at my net provider level... was playing with this box though, so what do i know :P
not sure what maintenance they'd have to do.. have dsl, & they could've been playing with that, but the connection never dropped.

apparently the dsl here isn't even at&t... anyone bothering to 'bug' me.. would amuse me to no end :P

Maybe one of your neighbors had problems with the phone lines. They have the dish network together now, maybe someone was getting a dish put on their house. Good to know you're a good neighbor and watching out for any dangers out there :)

The line interface box is on the outside of your house. Since you have DSL, the box is 'live'. It's powered from the phone line and it has brains in it to separate the phone signal from the internet signal.
The phone company may have queried your interface from the central office and thought they found a problem so they sent a technician to check it out.

Usually your phone lines come into your house through a box mounted outside on the wall somewhere. Maybe they were merely checking lines after neighbors or someone reported troubles. Maybe they were making sure the incoming signal was correct.

Planting a bug to see if you were good before CHRISTMAS................

Probably a maintenance thing, or checking for trouble at another location.

Might be the Feds installing a wire tap . If they were painters they could be DEA .
Use payphones .
