You certainly can't say that it's ugly - that would just be rude. You can still say that it's cute, or say that it's precious or something like that. But remember - to every parent, their baby is gorgeous, even if it's really butt ugly!

Try to pick out a feature that resembles one or the other parent, and comment on that. "She has her daddy's eyes." or "I can sure see his mamma's smile!"
I guess that wouldn't work for an adopted baby. Surely you can find something that is endearing about the child and not have to out and out lie. Maybe you could comment on the baby's good disposition if he/she isn't fussy while in your presence, or even on the outfit. Or the catchall phrase, "Isn't he/she precious!" is fairly non-committal.

You say aww! How cute. no one wants to hear their baby is ugly. Its rude and unnecessary. They think their baby is the most beautiful thing in the world, and to them it is, thats all that matters. You could just say congratulations too, if you feel uncomfortable complimenting them on the life they just created.

Im a firm believer in ugly babies. I have seen quite a few.
If one of the parents is ugly as sin, I will say, He/She looks just like you.
They can take it however they want to.

just lie and say it's cute o that it looks just like the parents lol i had this problem w/ my boss's baby I felt so awkward, luckily he didn't notice I was lying through my teeth
