Learn as much information as you can (name, age, date of birth, ssn if possible, where they're working, dates they work). Are you certain they're receiving disability? If they're at least age 62, a person can be technically entitled to disability but elect to receive a reduced retirement benefit.
In any case, you should report it. You can find more information at www.socialsecurity.gov and search for fraud. From there, you can find the toll free number for the Office of Inspector General, OIG and make an anonymous report.

The best advice is to report him to the IRS. You could even collect a reward for a portion of the back taxes he owes. Not only is the cash payment illegal, and he owes state and federal taxes on it. But all or most of the disability payment would also be taxable, because he is working full time. Warning, be careful what you wish for here. The boss is also breaking the law in paying him cash. To get him you will also take down the boss. And in so doing, you may just take down your own job as well.

If the person is collecting Social Security disability, report it to the nearest Social Security office.
If he is getting disability from a previous employer, notify the employer.
Contact the District Attorney in the county where this person lives.

Good for you! If more people did what you are doing, billions of dollars would not be wasted. You do need to find out what kind of disability they are getting and then contact that agency. If you can not find that out, call the district attorney's office and ask them what to do.

Figure out what agency is paying the disability and report them. If you really want to be hardcore, snap photos of them on the job.

You don't say which country you live in. In the UK there is a confidential line for you to report this and I think you should. In a way all taxpayers suffer but also it undermines honesty in the society.
