Our home is well insulated but nevertheless we keep the thermostat at 70 degrees in the Winter and about 77 degrees in the Summer.
We run the furnace fan 24/7 to circulate the air through the house too.
If the home is old, maybe some additional weather stripping and other items are needed to seal out the cool air.
Home heating is one of the most expensive items in the budget and that is probably why your Mom keeps the thermostat at 69 degrees. Is not difficult to add a pair of slippers and a sweater for comfort.

Obviously the lower you set it, the lower your heating costs. However, if you set it very low at night, then turn it up to 72 during the day, any savings from having it low at night will be wiped out from the cost of re-heating the house to 72.
My wife and I keep our house at a chilly 64 to 68 all the time, rarely going up to the 68 mark. We only turn it up when our granddaughter (age 2) is coming over. It's surprising, but you actually get used to the lower temps. Problem is, when you go someplace where the temp is kept at 72, you feel very uncomfortable. It seems so hot to you.

That doesn't seem too cold. I live in an upper apt., so it stays pretty toasty. We have heat coming up from downstairs through registers in the floor, and a heater on the living room wall. No thermostat, but I put it on it's first (lowest) setting, and it is like comfortable-enough-to-run-around-naked warm.
