Okay, this is the story. I'm 16, I dropped out of school. I turned 16 Dec 8th. My parents gave me permission to move out of the house, which I did. My parents live in Connecticut, while I'm In Pennsylvania. I live with my boyfriend and his mother. The question is, legal documents. I already have a checking account, but things like registering a car, and getting my permit. I got my parents to sign at a notary permission for me to get my permit. The notary seal says that its Connecticut though, will the Dmv still accept that? I've looked through their website and didn't find any answers. Also they might require me proof of residence, and they said that you can't use bills that aren't utilities. No cell phone or anything like that. Is there anything else I could use that they might accept? I just don't want to go there and get turned down, wasting my time, and having my parents give guardian to my boyfriend, or boyfriend's mother is not an option, I don't trust them being my guardians. This would also apply to all documents I have to sign in the future. I know there is emancipation. Although I would have to prove I have a job which I don't have yet, although I'm working on it. I know the steps to be emancipated although I don't know how long you must hold a job and live on your own for the judge to grant you permission

A high school drop-out will not get emancipated.

To get emancipated, you will need to prove:
1. You are mature enough to manage your own affairs. This is demonstrated by things like a clean criminal record, good grades etc. You will also need to have a high school diploma/GED or be currently enrolled in school.
2. You can support yourself financially. You will need to show income and anticipated expenses.It is HIGHLY unlikely you have the income to rent an apartment, pay all utilities and put food on your table.
3. That your welfare is better served by not being with your parents. Hating mom's rules will not meet this criteria.
4. That there are no other reasonable solutions to the issues at home.

You will need to hire a lawyer to get you though the process.

You would need to file in a court that has jurisdiction over your parents or custodial parent if you do not live with both.

The DMV should accept the notarization. Your bank statement should have your address and the DMV may allow that to show residence.

Few persons think about the other side of the coin.. which is the reality that your parents "giving permission" for you to move, may not be legal. In other words.. the state holds a parent responsible and liable for a minor, and a parent cannot just default on that.
Regulations from agencies (dmv, utilities, etc) normally require certain things that they will not grant to a minor. I can't answer exactly what those things may be. I believe that getting a permit also includes financial liability, which remains with the parents, like it or not. No hostility intended.. you do not sound as if you meet any standards for being emancipated. And you are correct that your boyfriend's mom is not a good choice for being a guardian. What happens if you and boyfriend get in a fight, or otherwise break up, six months down the road?
I won't judge what reasons your parents agreed to this, or that there might not be conflict involved. At the same time.. I have to say that I don't believe THEY thought this through very well. Legally speaking.. you are still their responsibility until you are 18. Giving you permission to move, does not change that.

you don't trust them being your guardians but you've moved in with them? you might want to re-think that. you have to be able to prove that you can pay your bills without being a burden on someone else. if you don't have a job--you can't do that. if you don't have a high school diploma, i doubt a judge will award you emancipation because they also have to see that you take life seriously--which means having a job, an education and being responsible.

YES CALL THE POLICE AND EXPLAIN YOU WANT TO GO TO A FORSTER HOME TELL THEM YOU DONT FEEL SAFE MENTALLY AND PHYSICALLY IF YOUR PARENTS ARE MISS TREATING YOU OR ABUSING YOU. TALK TO A FRIENDS PARENT OR THE TEACHERS OR SOMEONE YOU TRUST AT YOUR SCHOOL

why don't you call the DMV and ask what you need to get your permit they would know.
