That was "I Love to Singa" a Merrie Melody out of the mid-'30's doing a mild take-off on Al Jolson ("Owl Jolson")---I've seen this one too many times for it to be a real favorite, but I still get a smile from it.
If you're looking for a copy of it, it's included in the DVD set, Looney Tunes Golden Collection, Volume Two!
