okay so at our school we have smartfilter da bess edition. If anyone knows how to get by it to get on deviantart and neopets you will be my life saver!! :)

Whoa, this sounds like an emergency if you "need proxy sites and fast". I recommend talking to the network administrator and asking them to create an exception for your login to skip the usual proxy filtering. I certainly hope things work out for all involved in this dire need.
Oh, if this is a "want", then save your bypassing a proxy to using your home computer.
