In some male mammals, the scrotum is a protuberance of skin and muscle containing the testicles. It hangs outside the body to keep the testicles a temperature lower than 37 C.

"Scrotum" is a small, muscular sack in which a male's testicles reside, usually just below the penis.

The function of the scrotum is (1) to hold the testicles by a method more secure than just dangling by veins and the seminal tubes, (2) to provide for slight cooling or warming of the testicles by relaxing or contracting, to bring the testicles farther away or closer to the (warm) pelvic cavity. Testicles don't like heat. Don't like cold, either. (3) To a limited degree, the scrotum provides a covering that helps protect the testicles. In a fight, the scrotum draws up and might even appear to withdraw totally inside the pelvic cavity. Ditto for extreme cold.
