No, because we still don't know how many of the 80 are active today, and since Mitchell has seen fit to lump in any substances used before 2003 as well, some of those names are going to be retired players.

I've heard there are 80 names or so in the report. With 25 man rosters and 30 teams, there are 750 active players in MLB at any given time. Obviously the list of players who haven't been shown to be steroid users would be many times longer than the list of those who have.
