Kind of. Huge quantities of CO2 is dissolved in the worlds oceans. It has been building up there since the industrial revolution began. But the capacity for water to dissolve CO2 decreases dramatically with an increase in water temperature. So as the oceans get warmer the amount of CO2 they can hold will decrease and more and more CO2 will build up in the atmosphere instead. Which fuels the greenhouse effect which warms the oceans further which causes more CO2 to build up which fuels the greenhouse effect... And so on. This kind of increase in CO2 is what we are seeing now with CO2 levels in the atmosphere increasing at a higher rate than ever before despite us getting better at lowering our CO2 emissions.

I would like to add to DrAnders good words that the permafrost also contains a good deal of CO2 that will end in the atmosphere if it melts down.
