I don't believe that this is possible to workout without knowing the length of the rod (or the length of the cable, from which this length can be deduced), whether the fixed end of the bar acts a pivot and if the bar has a uniform mass- that is its centre of gravity is in the middle. With this information it is fairly easy to work out using torque of a couple and vector components equations.

find vertical component of tension in wire:

sin(30)x810 = 405N

i'm assuming force of bar is actualy weight of bar so to balance the forces the weight of the circle must be 405 = 398 + W
W = 405 - 398
= 7.00N
