1) Australia, New Zealand, and (until Mr GW Bush) the United States of America.
(OK I cheated. That's three countries.)
I'm assuming here, BTW, that you are referring here to "torture" as an act of governmental policy rather than as the action of the occasional murderous or delusional human being.
2) I find your justification perverse.
Not to mention a tell-tale sign of who you would most like to see tortured. In your mind you would doubtless regard torturing Jews, Christians, and Buddhists as barbaric yet you seem to believe that torturing Muslims is, if not OK at least as justifiable; and the reason you seem to think it is justifiable, apparently, is because some of them have engaged in barbaric acts. That has led you to regard Muslims as a barbaric breed in general and torture as a kind of justifiable revenge against their barbarity.
Is that really how you think? If certain deluded Americans were to engage in rape, serial killings, and pedophilia would that justify other countries torturing Americans, including those who have committed no crime at all?

There's a very thin line between torture and interrogation. Any country might wish to closely interrogate someone who they feel to be a risk to their national security, but as soon as the interrogation starts to deprive the person of sleep, or as soon as they start to introduce psychological strain and tension building techniques, they have crossed the line into torture. It's not all about thumb screws and beatings. Even some internal Police investigations have crossed a line into torture.
With all of these things though, it must be remembered that torture is an entirely ineffective way of getting answers to questions. It may be a good way to break someones spirit, but they end up saying anything that they think you want to hear just to make the treatment stop.
As your other answerer's have said, take the high moral ground and lead by example.
To answer the question though, Andorra has a very good record on human rights.

I understand you are saying the ends justify the means, then? We should not be torturing and the US is principally responsible for moral and legal hypocrisy if it is sanctioned. Once you start beating up people for information, you have crossed a line.

Canada does not torture, and I find your question to be misleading..Not all muslims torture, a small percentage of fundamentalists resort to torture, but I don't believe in judging a people based on what a select few chose to do, and by the same measure we cannot possibly judge a middle east country based on western standards.
I don't believe we are "better" than anyone..just different.

When you are trying to pass yourself off as a "civilised nation", then you cant let yourself sink to those levels. Torture is barbaric, and barbarism is not civilised. End of argument.

Use to be that the USA of American had morals and standards and at that time - WE DID NOT torture.
Bushy has always liked this sort of thing. He was always gung ho to kill as many inmates as possible in Texas.

If we act like the enemy then we have sunk to the level of their depravity and thereby surrendered what we sought to protect.
as for a country that doesn't torture, Canada. what do they have that anyone would invade them for?
