I need to make someone's lips foam for a film, what everyday items can I use to do this...eg. vinegar and baking soda but something that tastes nice

Maybe they could put an alkaseltzer tablet in their mouth (with plenty of spit or something that will hold the bubbles like shampoo or the like. Just don't swallow it.

Dangerous to put neat chemicals onto skin. You could try using 'foaming cream' in an aerosol pack. Fill the mouth and ooze it out.
Much safer.

Egg-white beaten with granulated or caster, sugar.It's nice and is called meringue.Your mum or grandmum will know how.
