MSN Messenger, Windows Messenger, and the Messenger Service are three seperate things. They are not related to each other. If you stop Messenger service then you will not be able to send or receive the netsend messages. However, if it is the MSN (Windows Live Messenger or Windows Messenger which is disabled, you should be able to still send and receive netsend messages.
Do this: Start--All Programs--Administrator Tools--Services.
Or, Start--Run--type: services.msc and hit OK or Enter.
Vista just begin typing Services into the search box, or, if you have configured the Run box to be on the Start Menu (It is not on a default installation of Vista, you have to enable it via the Start Menu options)
Once in Services, scroll down to Messenger, and see if it is disabled.
With all of the Instant Messengers available for use these days using the Windows Messenger is really not needed. It opens security issues better left closed. I always disable Windows Messenger when I build a system or purchase one.
You can use Outlook or Windows Live Mail with Windows Live messenger, which is actually the old MSN Messenger.
Just right click on a contacts name whicih also uses WLM, and select send IM, or click on the menu option for this action. It is simple and easy when your contacts have WLM too. It does not open up the huge security issues that WM does.
Whatever you decide, good luck and have a nice day.

There's a huge difference between messenger and Windows messenger, the Messenger service is what needs to be enabled in the services MMC for netsend and other administrative notices to be sent, Windows Messenger is the IM program that is used with hotmail/MSN/.Net accounts.

If you stop the service then the net send command will not work. You will not get messages or send them. You can do this by going to start >run> services.msc
if you have any questions feel free to email.
Great question and good luck!
