Eclipse is probably the best IDE (integrated development environment) for Java, but can be a little bit daunting to add the plugs unless you comfortable with this type of environment.
If you have a little money ($31.75 for standard edition and $52.95 for the professional edition) MyEclipse does a good job in providing an already assemble Eclipse IDE.

Javascript is a scripting language. You don't need any special software. You just need a text editor (like Notepad).
You *will* need to learn Java/Javascript/Ecmascript. There are quite a few resources on the Internet that can help you do that.

It's a free Java Compiler I use it for programming for my Comp Sci degree. It's a bit of a nuisance to set up though.
But it's brilliant as it picks up on errors as soon as they're typed!
