Some of the bittorrent programs offer settings to throttle downloads at specific times of the day. If you know this person, offer to set up those settings for them so they dont hog the bandwith all times of the day. If they are greedy, not friendly or not possible to do, look at settings inside your router that throttle % bandwith to specific computers at specific times to allow others to use...again different settings for different routers...

Wow! This person must not do anything but be on a computer and download files all day and night in order to do so 24/7!! That type of stamina is very odd.

You can limit somebodies use of the Internet to certain times of the day and certain days. However, if you both share the cost of the equipment and the bills for the ISP, you don't have the right to configure it so they can't access the Internet.

If it is your system and your network then by all means limit what they can do. Go into your routers configurtion pages and open the area which allows you to limit connection days and times. Then, you simply put in that computers MAC address and/or IP address, and configure what you wish to allow them access to days and times of those days. You can also stop them from accessing the Internet at all, which if it is a child would be a great way to put them on restriction from the web. I used it while my kids were teenagers and it worked like a charm in getting them to be more responsible and considerate of others. lol

You can actually go into the router and specify either the computer or IP address of the computer and set the time that they can use the Internet connection for that specific computer
