For the job thing....I'm not sure where you live. If you live in Cali (I live in So. Cali), I guess you can apply to restaurants, but not big chains though.
It also depends on how you look. For example, if you look Asian or close to Asian, then you can apply to a family owned Jap restaurant. Not that they would discriminate against you if you don't look Asian. It's just that usually it's Asian or Mexican people that apply to an Asian restaurant. Haven't seen a lot of white or black.
I knew a guy who had gotten in some kind of trouble with the law (fighting with another guy), and he got a job at Shogun. Shogun has very poor management. I also know that Tokyo Wako had hired a former inmate.
I guess the bottom line is try to apply where management is poor. That way they won't be too strict with checking your documents. And plus, once you get a job at a restaurant, although the stress level sucks, the money is decent because you get tips. You can take home at least 40-50 a night on top of minimum wage.
As for a place to stay I've got no idea except for you to share an apartment with a friend?
Hope things get better for you. This kind of thing had happened to me before so I understand.
