These lists take quite a while to update, seems like it is a pretty low priority. A month is not out of the ordinary.

Telemarketers will still call you for a while even though you are on the list, because the list is updated every 3 months. The best tactic to use is to find out what the laws are for telemarketing, and when they violate those laws, tell them that they are (most telemarketing companies don't follow the law anyway). The one that they violate the most often is disguising their name and number on caller ID, they must show the full name and the number of the company, if they aren't tell them there are in violation of the law, and that will scare them enough not to call you again, because they will be afraid that you will report them for it. About 90% of telemarketing companies violate that law on a regular basis

If you have had any dealings with a company, they are not included on the do not call list. If they call again, ask them to tell you exactly what company they represent, write it down, and the caller's name. Inform them that you are going to report the violation as you have told them not to call. Then go to the federal website for do not call and report them!!!!!!!!! I hope they are fined big time. [be ready with your info and dates and names]

Here's how, and I'm completely serious:
Telemarketer: Hello, Ms. Jones. I'm James, and I'm calling to see if you are interested in lowing your credit card debt immediately!
You: Ah. Well, that sounds really great, James! But you've caught me at a bad time. I'm very busy, so if you give me your home number, I'll call you back later and we can discuss this proposal here.
Telemarketer: Sorry, I can't give you my phone num -
You: Why, because you don't want people bothing you at home?

Get their company name and report them here:
https://www.donotcall.gov/complaint/complaintcheck.aspx
Even if you only have a phone number, you can still report them.
