Oh great one, as far as I understand Yahoo rules, too much reporting of the "personal, vengeful" type could make you a "marked account" - i.e., makes you unbelievable in the eyes of Yahoo. So that makes your future reporting null and void (even if it's valid and legitimate). A good analogy is the story of "the boy who cried wolf".

There is no penalty as far as point reduction. Could this be the reason why some people still make unfounded, unsubstantiated, whimsical reports?

I don't think so.. It gives the yahoo answer teams more work though...
