Contributing money to his electoral campaign is not. Paying for a fact finding mission to Las Vegas. letting him borrow your private jet, etc. is iffy.

Any gov official can be charged with taking bribes. Just need to evidence and it to hold up in court. Which is hard to do. Most of the gov is corrupt starting with the head honcho. Dirty gov officials since the begining of Democoracy.
