it's called the headlight bezel.

most have multiple parts the ring ( it fits snugly around the bulb and holds it in place)
..and the the bezel (it is a larger trim ring).. and if it makes up part of the grill it is called a head light door...even tho it does not open or close...
for the record nothing made in 1982 is a classic
