In the UK if neighbours are noisey what time of night/evening is unacceptable for excessive noise?

Do local councils have times at which you can legitametly complain if noise is excessive after a certain time?

I believe it's after 11pm and before 7am for excessive noise, although it's probably worth asking at your local council if it's a ongoing problem.
