Possibly, but even if that had not occured, the 9/11 attack would have still brought them down.
Conspiracy theorists back their clames up with facts, like for instance, saying that the fire was not hot eought to melt the steal and make the buildings fall. Also, people claim to have seen "blasts" coming from the windows on the lower floor just as the buildings were collapsing.
While the burning jet fuel could not have melted the steel, it was more than hot enough to temper it, making it brittle and weak. Also, the impact of a 70 ton aircraft slamming into a building at 250 mph caused severe damage to the structure. The weight of the building over top of the crash site would cause too much stress for the building to handle. The "blasting" seen coming out of the windows on the lower floors as the buildings collapsed were debris being forced out of the windows as the barometric pressure in the building greatly raised when the top was crumbling (like when you fill a syrenge with water and push the plunger on it, all of the water is forced out of the little hole.
The point is, the buildings may have been designed to withstand hurricane force wind, but not to withstand the impact of an airliner full of jet fuel impacting at 250mph.

No. The structure collapsed because the weakened members couldn't support the weight of the floors above the damaged area. The original 90's damage was repaired with the ultimate load capability of the structure either maintained or improved upon. You never design a repair that is weaker than the blueprint configuration.

No. But the planes that hit the buildings at over 500 mile per hour on 9/11/2001 completely loaded with fuel did.

No, the first explosion happened in the lower levels of the WTC, on 911 the building failure started at the point of impact, curiously moving down in a pulverizing effect.
