Did you mean to ask, "What does it mean?" or the "value of the mean"?.
If you know the standard deviation, you can answer the second question assuming a normal distribution and using the relation
mean - 1.64 sd / √49 = 24.8
mean + 1.64 sd / √49 = 2702.
The value 2702 seems to be too large. Is it 27.02?

the mean is somewhere in the interval from 24.8 to 2702. (confidence 90%) if you have to pick a number for the mean, make it the middle of the interval, (24.8 + 2702)/2 = 1363.4

the mean is not the confidence level.
