I'm not familiar with any new laws on this subject, but the 18 year old would be considered a sex offender if the person he has relations with is a minor, even with their consent.
To my knowledge, the minor is considered the victim by law & would not be charged with any crime.

The underage person is not a sex offender. The 18 year old might be depending on the laws of your state. In California, one person must be over 18 and the younger has to be 3 or more years younger.

With the new laws of...? In many states an 18 year old can LEGALLY sleep with someone under 18.

If a person commits statuary rape, the victim (the under age person) has not committed a crime and would not need to register.

when you reach 18, you are considered 100% liable of all illegal activities, including sleeping with a minor. the case is statutory rape.
