It sounds like your neigbor has decided to not allow your access to his wifi connection and is giving you a "hint" to buy your own contract with an ISP.
This is a rather rude way to do it, as s/he should have discussed any issues s/he was having. How cowardly!
It might be an infection, so don't rule that out eitiher.
I suggest you go and have a little chat with your neighbor and ask whats up. If s/he says that they did cause this to occur, then you know it is not an infection.
However, as s/he may have done something cowardly, such as redirect you instead of talking with you, s/he may also not be honest when you have your "chat". With that in mind, you should still see if you are infected. It is easily done with a HijackThis scan and an expert to evaluate it. They do this for free on a vollunteer basis. Very nice of them. I like the MSN Freeware and Shareware group, they are very nice, experts, and have a chat feature which allows them to remote into systems and fix it for those who are too inexperianced for timid to do it themselves. I really trust these folks, but you should check it out for yourself by reading posts and going though the site. It is an MSN site, so if there were any complaints of wrongdoing it would be shut down. Here:

I had a similar issue with Comcast.
Came down to, I moved and took the old router with me. Comcast said it would not work at my new house. I was to give it to the technician when he came out to set up my new one. In the mean time I tried it and it worked. When the tech came out I told him I did not need it.
They did not update the paperwork that I was keeping the old router and the new one was on file.
When Comcast updated their system it saw that the router was not the correct one accordingto my paperwork. They changed something within the router and it stopped working. I was only able to connect to Comcast's site.
It took 5 days for the Einstein's to resolve the issue. It had to do with activating the old router. Make sure that if it is Comcast's fault that your neighbor gets a refund as Comcast won't just give it.

Has your friend changed the SSID name in his wireless router so it isn't the default from the manufacturer. If not, maybe he should do that first. Then you should create a network connection specifically for that new SSID. When you then select this new network connection, you should look just like anyone inside your neighbor's family, not someone who may be stealing his wifi bandwidth, which apparently ComCast has figured out how to identify.

This should bring up www.google.com. If it does, there is a problem with your DNS settings or Comcast are deliberately returning their server to all your web page addresses.
Also could be that they are using a MAC filter, sounds like its deliberately done by your ISP either way, especially if its Comcast.
