At white-tie affairs, a woman is allowed to go all out, wearing a traditional ball gown. These dresses are always long, and as elegant as the woman can afford. This is the time to use your very best jewelry,or even rent fabulous pieces from high-end jewelry stores. With sleeveless or strapless gowns, women may wear long gloves, which are removed during dancing or while eating.Pants are generally not worn by women at balls, but if they are they are evening palazzo-style pants, that are very full and look like a long ball gown.
Evening bags or minaudieres are used instead of clunky day-wear handbags, and shoes are sometimes dyed to match the gown,or are made of sumptuous evening-appropriate material.
At black-tie affairs,long,non-puffy skirted dresses are the preferred wear.

First of all, think Disney's "Cinderella": A ball gown is a full-skirted gown cut off the shoulder, ordinarily featuring a decollete neckline and reaching either to the ankles (ballerina length) or else to the floor. Made of either satin, silk, taffeta, or velvet and trimmed with lace, pearls, sequins, embrodiery, or ruching, the ball gown has changed but little since the 19th century. Instead of wearing a coat with a ball gown, choose a stole, cape, or cloak along with opera-length gloves. Carry a clutch evening bag, wear dancing shoes, and pull out the vintage or couture jewelry, although a tiarra is reserved for married women, and a watch is considered inappropriate--which is why, or course, Cinderella didn't know that the clock was about to strke 12.

A ball gown. More ornate than an evening dress, it's usually off the shoulder and fairly low-cut, with a full skirt. Often worn with long, opera-length gloves (the ones that go over the elbow) and your very best jewelry!

A long dress. If royalty are there and are wearing tiaras then you can also wear. Do not wear a tiara if the royal concerned is not wearing one.
