Central heating feels as though its not on, however have adjusted the timings on the electronic programmer ( drayton LP522) according to the users guide, the thermostat is also set just above twenty. You can hear the heating click on and the thermostat clicks on as well. But none of the radiators are getting hot, sometimes it does work sometimes it doesnt. What could be causing it? Thanks

if the rads dont come on when you turn the 'stat up full and the clock is calling for heat, then it will be a boiler fault. if your boiler is a combi, it will most likely be the air pressure switch or fan problem. An intermittent fault is a hard one to diagnose.
If your system has storage tanks and a hot water cylinder, try running some hot water off. If the boiler then fires, the problem is with your cylinder 'stat not switching your three port valve over to heating. Or the valve itself might have gone.

20 deg . C?,..... that's 68 de g F .
20 deg. is on the edge of being a little cool & you may not be feeling much warmth.
Possibly no problem at all.
You may have to set at a higher temp if you want to maintain 20deg.
If your home is "perfectly" insulated the inside temp should remain at whatever you set.+/- a little.
If not ( like mine) there will be a differential between setting & actual temp of more than a few degrees depending on outside temp & wind.
Im in F country, so to maintain 72deg , I may have to set at 76+ when its around 0 F & blowing.
Gave up on the timer, long time ago.
I think it confuses the furnace as much as me.
If you do set it a little higher & get consistent heat ....there you go.
If not, sounds like everything is working but the heating system may need a tune up.
Best regards

could be a million things. Check the circuit breaker or fuse, check the power switch usually a big red switch marked "Emergency Shutoff switch" on or near the furnace to make sure the switches are on and the furnace has power. Otherwise, call a qualified repairman - a good source is
