My mother always said saying sorry means you won't do that again. So, she didn't like to hear it when she knew I would do that thing again. I argued that I was just expressing my regret. I think her definition was a little more philosophical than my literal use of the term.

I think a lot of people say i'm sorry just to relieve their own guilty conscience. I think a true apology is acknowledging that you did something to hurt someone else and is followed by asking that person for their forgiveness. I'm sorry is only two words that can be pretty easy to blurt out when you are trying to get out of a jam. Its Like Ok your sorry good for you, but tell me what are you sorry for and why are you sorry about it? If someone wants to be really be forgiven they will be forthcoming and sincere with their apology!

Well at work I use the term "I'm sorry" to mean excuse me I should have been watching were I was going.
In my personal life if I say "I'm sorry".. then it means I regret saying or doing something in the wrong way.. I may be correct on the issue itself but how I handled it was wrong and for that I am sorry...

I am not sure what you mean by the question.
Why I say "I'm sorry", it means "I did something wrong, I have harmed you, and I must make up for what I did if that is in any way possible." It also means, "I will be more careful to not do this to you again."
It is an admission of ones own mistake, and a promise to take responsibility for that mistake and make up for it.
However....
In our present society, I see this phrase now meaning what many of the other respondants think it means - basically, "Tough crap for you."
This meaning is emphasized by popular cultural icons, business leaders, and politicians. It is now commonplace and (hideously) acceptable to use phrases like:
"If I offended anyone, I'm sorry" (real meaning: "I don't care, buzz off, I'd do it again, and I'm only saying this because my publicist said it was a good idea" - Very popular with dirtbag performers like Justin Timberlake and Kanye West.)
"I've made some mistakes, and I want to put this behind me now" (Ah, the battle cry of drug users, animal abusers, wife beaters, rap drive-by shooters, sports prima donnas, you name it. It means, "I got caught, but I want you to forget about this, and I don't want to get stuck suffering any punishment because of what I did." - Very popular with athletes who get caught using illegal drugs.)
"I'm sorry" should mean exactly what it says, that you feel remorse for what you did, and that remorse will motivate you to atone for your actions.

Well I for one do not except the word im Sorry.. unless its post to extreme harm to myself, other, or even them.
example.. running with a knife blade first into a crowd of people not trying to hurt them but just not thinking..
an Apology should be used for:
Slanders, bad taste jokes, stealing things like that
Heres where I draw the line..
I dont want you to apologize to me if you have commited the same offence 3 times hell 2 times.. Im good.. you are just an idot to me and take me for one too..

To me, sorry means I am showing you I am humble. Have pity. BUT when someone uses it all the time, it I feel like it's being used to make the other people feel comfortable. Like " I'm sorry. I hate to bother you. Could I I borrow some money?"

It all depends on who's saying it and for what reason. Sometimes I think people are truly remorseful and they apologize with sincerity and other times I think they're just sorry for getting caught. When I apologize, I really mean it, or I won't say it.

It depends on the situation. I say sorry every single time I do something minor.
But when I really have to say it for real, I get choked up trying to say it and sound really wierd.
Overall, "I'm Sorry" means, what-i-did-was-bad-can-you-forgive-me
